Microsoft resumed the public beta test of Windows 7, opening downloads again and issuing test product keys. Check this out.

However, apparently Microsoft is not interested in distributing 2.5 million license keys as they originally planned, at least at this point. All you could get are 10 same license keys, 5 for x86 version while 5 for x64, which are actually interchangeable when use.

To my understanding, Microsoft took the route as they did with Windows Server 2008 R2 Beta.

Whatever, they are just license keys for Betas, and they are official, meaning they can always activate any number of your systems.
